PAL and restricted licensing
Where the restricted safety certification fits, and what it does not do on its own.

Two courses, two certifications
The CFSC covers non-restricted firearms. The CRFSC covers restricted firearms, including handguns. The restricted course requires CFSC completion or a valid PAL, and restricted participants must be 18 or older.
A certification is not a licence
Passing either course certifies that you met the safety-training standard. It does not grant possession, acquisition, transport or purchase rights. Only the Canadian Firearms Program issues licences, and only it decides eligibility.
Restricted rules keep changing
Federal rules affecting restricted firearms — particularly handguns — have changed repeatedly in recent years and continue to be amended. We do not publish summaries of current acquisition rules here, because an out-of-date summary is worse than none. Always confirm the current position with official federal sources before making plans.
